I saw that on something I was researching. It only comes into play when selling more than one of an item, but if the buyer is supposed to be reviewing a seller's performance and not the item itself (I don't know if that's official ebay but I've heard it numerous times on the boards), it doesn't make sense to call out feedback for the specific item.

But as a commenter said:
If a seller gets a bad feedback, all they have to do is end the listing and create a fresh one. So I suppose the value would be gone.

It plays into eBay's preference for new merchandise and multiple quantities. It does make sense to review the merchandise if the seller offers 100s of the same thing - and especially if it is cheap, chinese crap. I want to know if it is nice, if the size is true, etc. as much as if the seller actually ships it (or more than) because I know I can get my money back from eBay if they don't.
On the flip side, it makes no sense to review the merchandise on one-off listings.
