I had someone buy 2 items using BIN; paid for each separately. I checked that the name and address is the same on both.
I want to ship them together and give her a $1 refund on shipping. I want verification that my plan is accurate:
I change the weight on one item to the weight of the combined package and print label. Then I manually enter the info on the other item that it has been shipped and also attach the tracking number.
If this is correct I will first contact the buyer for her approval.

No, it won't combine the order that way.
Go to your "awaiting shipment" area, check the box in front of each of those items (se;ext it) and then click on Shipping action "print shipping labels or invoices". When the screen changes and orange box will indicate that there is an order to combine. Click on "show orders to combine" and then follow through. It will combine the 2 orders, allow you to adjust the weight as you see fit and then print a label and packing slip for 2 items.

That would probably work, but I've never done it that way.
What I do is check both items & click on print shipping labels. That takes you to the Bulk printing page where it should give you the option to combine. If I have anything to refund (I don't bother for a $1), I just do a partial refund through PP on one of the items with a note as to what it is for.

I'm assuming your directions are for printing the label through ebay & not PayPal.
I use Selling Manager. In there I went to my waiting shipment section & clicked the box to select both items. Then I clicked on shipping action. It took me to a page where I could select what to print. First I chose label/invoice/packing slip and there was no option to combine. I clicked continue and saw it was going to print 2 separate labels, invoices & packing slips. I next tried the option of printing only the labels with the same results.
I never saw an orange box, never saw any option to combine and never saw anything about bulk printing.
I'm going to check my site preferences. I may have this option turned off.

Instead of going through Selling Manager, try doing it on your All Selling page under Solds. That should get you to the Bulk Printing page - that's what will give you the prompt to combine. Or if you see a Bulk Printing link anywhere use that.

I checked my site preferences & found no problems. My combined shipping said YES.

You were at the right place, just chose the wrong option. On the page where you have multiple option, the first option is to print shipping label. Select that. When it goes to the next screen, it will show you everything that needs a label. At the top, it will give you a notice that some can be combined. Select that, combine them and it will take you back to the screen showing them combine. There will be drop downs to choose the method and weight. After you do those, print the combined label. ETA: I see you may have already tried what I suggested. I've never had the option to NOT be there, so not sure what is happening

That did it, Jeremy. It was disguised by a different name and then I got the option to combine like Clean had said (complete with orange box). Thank you everyone.
Selling Manager is supposed to be "better", but they left this option out. Crazy eBay!

I have Selling Manager and combined shipping on two different orders 2 days ago, so it doesn't seem to be a consistent SM issue. Most likely some sort of glitch.
