So I am on a small street at the intersection of a major street. There is a two way stop sign on the small street.
There is a car coming from the opposite direction who was waiting at the stop sign before me, but they can't go straight or left because of traffic. I think they were going straight as they didn't have a signal on.
I am waiting to turn right, and I can go safely because the right lane is clear, and I don't need to cross any other lanes.
I still have to wait my turn, right?
Just double checking, because I did and got honked at by someone behind me.

I would have turned without waiting for the other guy to go, since I wouldn't have impeded him. But I can't say for sure what the traffic law is on it. I have to go through a 4 way stop to go to the grocery store. When there are two of us directly across from one another and we're both going straight, most times both of us go through at the same time since we're not impeding the other. Of course a jerk forgetting to use a turn signal could change that.

I realized at that moment that I wasn't sure what to do. Strangely, I don't think I've ever encountered that situation before. I went a different way than usual, I don't know of any other setups like that around here.

If it's only a two way stop sign (on either side of small street, with major street having unimpeded right of way), I think you can turn right without waiting for the other person.

Even if she's turning into the same lane as you and she's not clear to go, you can go. There is no need to wait for her if she doesn't have a clear path and you do. If she doesn't have a signal indicator on showing she's turning left, you still have the right of way and if she does turn into your lane, she's at fault for not signaling.

Thanks, good to know I was in the wrong.
I thought I remembered that whoever gets to the stop sign first gets to go first, regardless.

on 4-way stops the person to the right goes and others follow - that's how we do it here.

I would have turned right, and not waited for her. Knowing traffic here, you could have been waiting all day.

If they don't turn their indicator on, they can't proceed even if that is the only way they can go. You can't and shouldn't try to read their mind. They must take back their "honk"!
