No difference on postage but it's a $35 item. Not a newbie, no problems with feedback. It will be insured. What exactly does paypal promise? It would only be if buyer decided to claim she didn't get it, right?

I'd just ship it. I gotta ask - you insure $35 items?

I generally insure anything over $25. I use PFRE as the shipping method anytime it's over that amount (unless it doesn't fit, of course) so the insurance is included.
My sales are not that high (less than $2K per month) so I decided that was the amount at which I was willing to take the risk. For this Tweeds cashmere sweater NWT, which I've had listed for a really long time and which finally sold at BO for $15 less than I originally asked, I only had it at first class but will bump it to PFRE to ship it to California.
I also almost always charge the rate for 13 oz ($4.54) for anything under 13 oz. The difference between the cost of 13 oz and whatever it actually weights I figure covers my supplies and being "self-insured" plus ebay fees on shipping.

I do like somany and insure when an item hits a price I'm not willing to lose, usually about $40. I insure all internationall too.
I think the rules are still the same, somany. The address you're shipping to has to be on either the eBay account or the PayPal payment. You could cancel the payment, ask buyer to add address to their PP account, and then repay you if you like. Or just insure and take your chances.

Just a note on insured items. If you are going to spend extra money to insure lower value items it might just be more beneficial to upgrade from 1st class to priority which includes insurance. The difference in postage may be less than your insurance cost.
As for Paypal, you do have an email from her requesting the other address, but I am unsure if they would back you.

I always check the price differences but it is a good reminder.
