Sorry, I am needy today.
I have an an upcycled tunic, made by a local artist. It has not been worn since being created, but it is created from a previously worn article of clothing.
Would you you call it new or pre owned? I see the listed both ways on eBay.

I believe it can be listed as new if the content is recycled fabric, but the use is new such as recycled bottles into fabric to make a shirt, recycled fabric into a cutter and made into a quilt, etc.
Since its original purpose, was this item changed in design and labelled to show this? I have seen some recycled item such as vintage ugly christmas sweaters being sold in stores (Anthro comes to mind specifically). Other "New" jewelry with 40 year old vintage brass keys (the Giving Keys) being sold in Nordstrom on chains repurposed as a pendant, etc.
I would list it as new/other (NWOT on the condition area) and add an explanation that the original garment was a used garment recycled and recreated into this piece which is new. Its a tough call, but I would want to cover all my bases and don't think that selecting pre-owned does this as the item was changed.

Cute purse! Yes I would list it as new. When the little kids overall craze was on all the custom sellers (myself included) listed the redone overalls as new. We just stated they were used overalls.
