For the record, this is the second time this has happened to me since the split.
I printed my label through PP because eBay was glitchy. This happens often if you haven't checked the box for auto payments, which I haven't. That means I have one extra step than most of the rest of you - I have to log in with my PP info before my payment is taken. I do that, my payment is taken, I'm directed back to eBay shipping.....nothing. Page times out before issuing the label, I get an error message. Up until this point, it's what happened before. But the last time I threw my hands up, purchased a new label, went out to mail my package/run errands, and found a refund in my account when I got home.
This mornings glitch was more than 12 hours ago; no refund. And no actual label that I can cancel for a refund. So since the money went to eBay shipping, I filed a claim against eBay; transaction error. I will probably have to straighten it out by calling, but it still makes me laugh just to have done it.

I've had that happen and it took 24 hours to credit.

I'll be happy to be saved a phone call, but even knowing this I still would have filed. Just because.

OYE. Sorry, I'm no help.
I have been shipping straight from eBay for at least the last 5 years without 1 problem. Maybe it's something to look into now that they're split?

Still no refund. Or a reply to my claim - like that would even happen. I'm going to have to check the Billing Agreement box from here on out I guess. There has always been something glitchy when not checking it and using FF, but until the split I wouldn't be charged for a label that wasn't issued. I would get an error message telling me to try again. I just hate agreeing to auto anything with companies I don't trust. Bad experience a LONG time ago with multiple car payments taken out when we were very young and mostly broke and couldn't afford those sorts of errors. Especially over a long weekend with the bank closed on Monday. The experience left a lasting impression.

I had to log into eBay and void the label. I have to wait 14 days for each of 4 non-printed label fees to go back in my account. ($11.58 times 4)

I couldn't void it. There was no label issued or even a record of the label. Other than my payment being taken. I don't know if it's ever happened to you, but sometimes I will get an error in between entering my shipping info and the label appearing - can't retrieve the info, try again later, or something like that. So you don't get a label and you don't get charged. This time I did get charged.
I finally got a refund somewhere between 2-3 days and the case was closed.

I got the rotating circle with try again later. I checked my pp and nothing was there so I tried again. Happened 4 times. Logged in a bit later and they had charged me for all 4.

I had to log into eBay and void the label. How were you able to void them? When I went to eBay there was no record of the non-issued labels under Shipping labels. The only 'proof' I had that I paid for a label was that my PP payment went to eBay Shipping.

Luckily mine were in there. Still waiting for the refund. I am close to the 2 week mark.

Because of the glitch I experience that I mentioned in the OP, I have to go to PP to print a label about 25-30% of the time. Shortly after the split I was printing labels in PP from the transaction page without being directed back to eBay. I even posted about it in this thread* because it was a perfect solution for when eBay was glitchy. I don't know why they're back to directing us back to eBay to finish the process. That seems to be causing a problem.
If I were a bigger seller this kind of stuff would drive me bananas.
ETA:* in this thread = on this board

Glad you finally got your money. I guess I was lucky that I was able to file a claim - it seemed to speed things up.
