I sold some tall, suede boots. They lace up, and could fold over. Would it be OK to fold them over and ship them like that? In a box, of course.

I would worry about the suede getting creased. Are they so tall that they'd have to go in an oversized box? If not, I'd just use a long box and stuff them with air pillows (or something) to keep the shape.

It would be a 19" long box, so yes, over sized.

I have gotten to be an expert with taking 2 boxes and putting them together to fit items that I don't have a single box for.
Or cutting down a box for fit when it is to big.

I think the oversize only applies to PM, so you could do parcel and not pay the surcharge. It will take longer though. Usually in cases like that I give the option, thinking they can't complain about cost/speed if they had the choice of paying more/getting it faster.

I've folded boots before that were soft and flexible.
I wrapped in tissue, and took some bubble wrap and made a roll of it about an inch across and put it in the fold so it's not a hard fold and they have all arrived fine.

If the suede boot is lined in smooth leather then it shouldn't be folded. If it is simply suede (like the moccasin style or mukluk) and unlined or if it is fleece line then it can be folded with paper behind the fold so it isn't sharp.
The best way to know is; do they stand up on their own or flop over and naturally fold leaving the top near the floor? I have boots in both styles and wouldn't hesitate to fold the floppy ones for a quick shipment.

They are lined in sherpa, not smooth leather. They flop over on their own, and are not stiff. I am going to send them folded (not sharply) with plenty of bubble wrap.
