I have a bunch of sewing stuff to list and would like to set up shipping discounts to encourage people to buy multiple items.
I think I have it figured out where and how to set it up, but I have a few questions.
When you set up shipping discounts does it apply to all your listed items, or can you apply it to just select items, in this case the sewing stuff?
How exactly does it work? Does ebay charge the highest shipping amount in the group of items purchased and then add the discounted shipping amount for the additional items? Or do they just do it in the order things are purchased, meaning you can buy something with cheap shipping and then buy something with high shipping but only pay the discounted shipping on that item?
I have a few items (heavy fabric) that have much higher shipping then say buttons or patterns do. I don't want those to be sold and the buyer to get a discount and pay only the additional $1 for that item.

You can selectively apply shipping promotions - just be sure to tick or un-tick the 'apply shipping promotion' or whatever that box is where you enter the shipping. For instance, I have three ships for free but not on shoes or coats - if you have a store eBay does a nice job of advertising shipping promotions and encouraging people to use them.
For flat shipping rules (i.e., combined shipping), here's on example the FAQ gives:
Example 1: In anticipation of a buyer purchasing 3 items, you can set up a rule to charge the shipping amount for the item with the highest shipping cost, plus an additional $1 for each extra item.

Sorry, no time for detail now, but ebay did a webinar a few mos ago on the Promotions & it was actually very good, if you can track it down or search on here, as there was some discussion abt the webinar.
