There is a current thread on the ebay boards. According to the thread you should be able to put up your listings.

via Private Message on the boards... and ask her about your problem giving her your Title and listing numbers BEFORE the cutoff date she noted. Apparently your listing should post without the UPC code. I don't think we are allowed to post a listing number, only the category on the ebay boards... so I would send her a PM board message with your numbers.
That one poster PAULA sells handmade gym leotards so she would be in the same boat you are.
I would keep checking the ebay boards for keyword
UPC and see if any more threads come up as I am sure you are not the only one with the issue that just started. Sometimes an ebay employee will join in the threads on a change like this one.
See Question #9 and REPLY #10 from the ebay employee "themerchandiser" Obviously it did not work for that seller in Sports Apparel and Vintage Toys either. I think some of her handmade leotards are in Sports Apparel and the "does not apply" is not working for her.

Are you saying those of us who manufacturer our own products and do not have UPC codes, or those of us who sell parts or vintage products which do not come with UPC codes, should enter "Does not apply" in the UPC query box?
I have tried this in both the category of Sports Apparel and Vintage toys, and it does not work.
So at this point I have been ignoring the query for a UPC code, and the warning I receive when I send the listings through without it.
Inquiring minds want to know.

Yes, if you are a manufactuere of your own product for which you do not have UPC or it is a vintage product for which you do not have UPC, you can enter "Does not apply" in the field.
The listing tool should have an asterisk against the field that is required for your category. "Does not apply" is a valid answer if it truly is not applicable for your product.
If it is not working for a specific product, can you send the title of your item and the category you were trying to list it in and I can test and find out the issue. If it is an issue on eBay end, we will make sure to fix it before the mandate goes live on 6/29.
As I said above, the mandate only applies starting 6/29, therefore the listing tool will not block you until that date if it is a mandatory field. I would highly recommend to put it now so that you won't have to update it again in future.
Having a UPC/MPN/Brand will help you get more traffic to your listings from Google and internal ebay searches. So it is a good practice to provide this information if it is available. ========================

Hello all -
Ebay is changing their poolicy in 2015 at the end of June so sellers of branded items need to include UPC and/or MPN (Manufactuer Part Number) in the item. I have spoken with Ebay multiple times, but they cannot answer the following questions:
1) Are we required to put both a UPC and a MPN or do we just need to have one or the other? There is debate about this topic and no one has a definitive answer, including Ebay reps with whom I have spoken.
2) Regarding UPC codes in a multi-variation listing (i.e. a pair of shoes listed in 5 different sizes) are we required to put five different UPC codes or do we just list one UPC code for the entire listing? The last three digits of a 12 digit UPC code typically change depending on the size/color. It seems tedious to have to list every single UPC code for every different size in a multi-variation listing. What is expected of us as sellers here and how will Ebay address this issue?

I also would like to know what the deal is with the UPC's as I list Shoes and Clothing. Everytime I actually get the UPC that the items are tied to, it seems that eBay doesn't have the items in their database. I have been trying all morning to List some products with no success.

OP, you bring up a great point, that doesn't appear to have been addressed by the site.
I would think a multi-variation listing will need to accommodate every sku's that's offered separate UPC code (and product data). 99% of the time the UPC is specific to an individual sku (including attributes such as size and color).

Ebay is requiring this information in order to:
1. build their catalog
2. comply with Google's demands
3. to provide another way for Customers to search for items on eBay.
If you sell common stock products, and have the UPC code and MPN for an item, why would you NOT want to put them in your listings … and help your customers find your products.
It is highly likely that previously listed Fixed Price - GTC - listings will be grandfatered in. So everyone should have plenty of time to get the information into their listings.
If you do not know the UPC code, you can look on amazon or on other websites to find it. I've done that many times.
If your product does not have a UPC code, then stop worrying about it. Ebay has already stated that listing for items, which don't have a UPC code, are not required to have one.

Thank you for taking the time to answer! I do want to confirm your statement, it is indeed the case that fixed price GTC listings will remain active past June 29th, there won't be an impact to those. We recommend adding the identifiers as soon as you can but understand that it does take time to lookup and input this information.

This has always been their case in the past, when eBay implemented a new regulations.

#1: You are required to provide both MPN and UPC. However, if for some reason, it doesn't apply to your category, then you can enter "Does not apply".
#2: Yes, you are required to provide UPC at each variation level. Although the mandate for multi-variation will only start from 9/1

How is eBay addressing the issue mismatched UPC's or ISBN's and product details in its current product catalog?
For example, I have an annual value guide clearly labeled 2001, 19th edition, ISBN ending in 2044, green cover. But a search for the title as 2001 19th edition yields primarily entries for the 2002, 20th edition, ISBN ending in 2583, red cover. The listing title and Item Specifics say 2001 but the photo and catalog details describe 2002. Likewise, the ISBN of my book leads to details for the 2000 18th edition.
Because of these errors, I have elected not to include the ISBN in my listing and I have declined to use the eBay catalog. Without the ISBN, my listing relies on keywords in my listing title and I upload a correct photo. If I am required to include the ISBN in Item Specifics, eBay will reject it as not belonging to the book I hold in my hands!
I am certain that many other UPC's and ISBN's are at odds with actual product descriptions contained in eBay's catalog.
