I am thinking I should get a PP debit card, but I have a couple questions.
1) When I was looking at applying for one, it told me I needed to upgrade my account. Is there anything I need to know before I agree to this? Is anything going to change?
2) I've seen some threads about the card being declined, were those just isolated incidents or does it happen regularly?
I appreciate any help! It might save me a bit of headache in shuffling money around.

I think everyone should have one that sells, its just ATM access to your money and the opportunity to use it like a credit card. It is no different from your regular bank card, just operates off you Paypal balance. When you use the ATM you select "checking" for Paypal card and their limit is still at $400 I believe. You can also use the card like a credit card (up to your cash balance) and get cashback, so thats a plus for inventory. For a while I used the card as my automated payment method on Ebay to get the cashback on monthly eBay bills.
But, nothing will change except for more convenience for you.
The declines were probably isolated incidents. It happened to me with my Citibank card in Whole Foods, I was furious and called them immediately - they said it was a security check and then put it through. I guess it just happens.

I've had the PayPal debit card since the first day they offered it and never had one single problem. You can actually add a back up funding bank account and if you don't have enough in your PayPal account, it will automatically take the rest from the bank account. You do NOT have to do this tho.
It works exactly like a debit card with your bank account.

No problems with mine.
I did have a laugh at PayPal's expense today. Got a new card last Thursday, seems my old one was part of some security breach (no unauthorized charges and they didn't say what retailer). So the new card comes in the mail, and I eagerly open it thinking it will be a chip card. Nope, still the same old stripe technology. Today I get an email from PayPal Here saying "hey, we're up with the times and making it so you can process chip cards too", and I'm thinking WTH are you guys going to go to "new techonolgy", hmnn?

the only time I ever had it declined was when I was trying to buy something really expensive and it was more than my "daily limit" (this was a long time ago)....I think there was/is maybe a limit of $400 debit/$2000 credit daily or something like that and I honestly had no idea there was any--I just assumed that if the money was there it went through. its similar to regular bank ATM card limits.
it was more of a security issue than anything else-I think I called right from the store to find out what was up. I THINK what we did was split it into multiple transactions on paypals advice. it was a hassle, but in hindsight i'm glad they flagged it immediately...its better they are proactive.
but other than that, never had an issue and I use mine constantly.

The only time I had an issue with Paypal was when the cashier didn't know how to process it correctly. I did regular credit, but her machine (system) asked her for a TaxID number and she freaked out and didn't know what to do. The.Only.Time. And it was simply because the cashier didn't know what to do. And I could not live without my card either. Easy to track. Imports all my transaction directly into Outright. And cash back at the beginning of the month

Mine is a business card and occasionally it will prompt the cashier to enter in the tax, no idea why but it does it at one little consignment store I go to every time. Also at some places (best buy for one) it asks for a business pin. Just tell them to hit enter or 0 then enter and it skips it. For some reason it prompts certain systems to do weird things because it pops up as a business card in their system. Once you've had your card a while you can request to have the credit limit lifted so it goes up to however much you have in your account. Then you won't have the credit cap. My credit limit is whatever my balance is which at the moment is $0

Cashier error caused a decline once on mine. They put it thru again and it went thru fine.
The only other problem I have had was with a local gas station that puts a really high hold ($50-75) on all cards when you use it at the pump to get gas. If there isn't enough in PP then it will decline. I linked my PP to my business checking so that doesn't happen now.
Are they still offering a percentage of cash back with the PP cards now? They used to do that and it's great to get that amount put in your account just for shopping.

I got one last year and found it to be very convenient. I was using it for business and personal, but decided that it would probably be best to restrict it to strictly business beginning this year so as not to be mixing apples and oranges.

I love my card. No problems. Whenever I need to pull cash from the ATM, I select the "checking account" option. No more waiting to transfer money.

Do you get the same sort of full fraud (chargebacks, etc) protection with it that you do with a bank credit card?

I love my pp debit card, it makes it so easy to keep with expenses. And once a week I do a withdrawal and deposit it into our checking account, just like a "real" paycheck.

Do you get the same sort of full fraud (chargebacks, etc) protection with it that you do with a bank credit card? You get pretty much the same protection as a bank debit card. The banks usually offer less protection to debit cards than credit cards. The only time I had a fraud transaction, PP responded while I was on the phone with them by reversing it and putting available funds back in.

Oh, and be sure to get a second card as a backup should you lose your first one or the # be stolen. It can take weeks sometimes to get the replacement card. It can be in a family member name, or your name but different. Example, my main card might be in Valri but the backup card would be in my middle name or initials, VL. As long as it works with your drivers license for ID
