Buyer emails me within minutes of winning item: I didn't know I had bid on this. Okay. Whatever. They have two feedback: one positive, one negative. Total sum zero. So, at any rate, file for cancellation, reason: buyer changed mind. Buyer doesn't respond. Send message to buyer. Buyer ignores. 1) How long to time out and close? 7 days? 2) Can I change it to an UID?

Once you file you can't change it. Yes you'll have to wait for it to time out at around a week or call ebay and they can read the cancellation message and maybe if you get a good rep they will close it.

Well, live and learn. Seldom is the buyer that asks for a cancellation and then just lets it time out. But it happens.
Only one buyer so far has denied my fees. That really annoyed me. I found a flaw, refunded her fully and then shipped the item out of my own pocket but asked her to agree to the cancellation. Instead, she denied the cancelation and said the flaw was minimal and that she would repay. Sent and invoice that she ignored. Sigh.
Guess I'll just sit tight on this one. Good thing it's a holiday weekend so I'll be distracted waiting for the 7 days to pass. Realistically, it's really another day because they weaseled as soon as the auction ended. The UID, I'd have to wait 2 days to file and then 4 more so it will all work out.

I wanted to update this. A little background. Buyer bid early and there were no other bids. Auction ended and, within the hour, messaged me to say cancel. Filed for cancellation. Buyer didn't respond to it. At the 48 hour mark, eBay cancelled the transaction and sent me a message that, since the buyer hadn't paid, the sale was cancelled and I got a FVF refund. I did see something on one of the eBay pages about letting a seller know within an hour of not wanting something so I think that might have been my saving grace for a two day cancellation. I did message the buyer and ask them to agree to the cancellation but normally, when a buyer agrees to a cancellation, I will get a message saying that the buyer has agreed to the cancellation. So I don't think that they ever responded but the message from them early and lack of payment led to an automatic cancellation within 48 hours. eBay got it right.
