My opinion: They both look Edwardian but some of these simpler, basic style dresses may have gone into the WWI era and into the early 20s, depending on who wore them. But I would call the first one Edwardian and the second 20s. Petal skirt sounds fine to me - that second one is really wonderful. Is it voile?

Thanks Chap- The fitted waist made me think Edwardian on the print silk number- it's really a glorious piece! The petal skirted dress is actually made of organdy, with lace trim around all the edges. When I got it the long pieces were curled into almost spiral shapes; it wasn't pretty at all. I couldn't figure out why anyone would organdy on something like this cause the texture is sorta rough. But after I pressed it and the pieces lay flat, it took on a graceful flutter effect. The piece I have beneath the dress is the same fabric but it has 3 rows of inset lace beading & ribbon across the bust. It doesn't seem like it should go with that dress but it sorta works. The under slip/dress also works beneath the earlier piece, with the ribbon & lace peeping out from the open bodice. This is the sort of vintage I really enjoy- I'm a sucker all the handwork details.
