Can't list a Buy It Now. "Access Denied." What's going on?

I'm trying to list a cheap book.  I could list it as an auction, which I don't want to do, but when I try to list it as a fixed price, the words "Access Denied" pop up next to the box for the BIN price, in large, bold letters.  What's this about?

I was able to list it despite that strangeness. I still wonder what's going on.
