Chap - bike brand skirt question

or anyone...I have this Pearl Izumi skirt & inside on the waistband it has these 2 tabs with a snap on them, 1 on each side.  Any idea what these are for?  I tried looping & snapping them (see pic) & although it works, it isn't much room to hang something on.  There's also a little striped tab that I wonder if it has any purpose or meaning?  TIA.

Chap can probably confirm or deny, but some of those Pearl Izumi skirts come with snap on/off liners.

I think it's for a liner.

Padded bike shorts came with my skirt and they snap together on each side
