I learned a lesson the hard way so I thought I'd pass this on. I mailed something 12/4. Buyer opened a case on 12/25. Ebay gave me until 12/31 to resolve it. As of 12/31 the only scan the package had was 12/4 at my local PO. I got an email from ebay on 12/30 to resolve the case by 12/31 to protect my account. So on 12/31 I refunded. On 1/14 the package was delivered. I messaged the buyer and asked them to either return the package on pay me. I got no response.
Yesterday I messaged ebay for business on FB. They can not help me because I refunded the buyer like they told me to. I should have allowed ebay to step in. They will put the case on hold for 10 days. I didn't know that. The whole thing makes me mad. Ebay tells you to refund. I tried to be a good seller and follow the rules and that cost me $28.51. So if you have an INR case, don't refund. If you do ebay will do nothing to help you get your money back when the item is delivered.

EBay said they would protect sellers with the problem of slow USPS delivery, but that protection seems to be quite limited.
So, the best way to handle it is to wait the six days (until the 31st in your case) then ask eBay to step in and you'll get 10 more days? Are those business days or calendar days? If it's calendar days, that still wouldn't have helped you.

So you're basicly gambling on having it delivered within that extended time frame to get your money back and no defect. But if I had done that I would have still been out the money and would have had a ding. I did message my buyer one more time and told her she hadn't paid for the item so she either needed to pay or return. I put my paypal email in the message and it went through. She paid me! So if ebay had helped or at least let me send an invoice through ebay, they would have gotten their fees. I ended up with a little more money and the buyer didn't have to pay sales tax. The little extra money wasn't worth the hassle.

I'm glad it worked out in the end.
