When each listing comes up for it's 30 day renewal I typically lower the price a bit. I went to do that this morning and noticed at the bottom of the page that it was charging me a .25 fee as I was going to revise. I looked at my listings for the month and I still have plenty left. I did an online chat with ebay and was told to go ahead and revise one and they would look and see if it charged me. And she came back and literally said that it shows the fee, but it's not actually charging me one but they'll look into why it's showing me that.
So then I relist 2 more and check my invoice and YES I'm being charged .25 for all three revisions. I try to online chat again and that option has disappeared. I finally get the we'll call you to work, it says wait time approx. 1 minute, it's now 18 minutes later. Sigh...

I just acted like I was going to revise a listing and it didn't have a .25 fee or any fee.

I bulk revised a bunch of listings (price changes) and it didn't charge me anything. I would double check your invoice and see if there's an adjustment there.

Thanks you guys. Ebay finally called me back and it was weird, it did it to 3 and they are supposed to credit me. He had me do one while we were talking and it did not charge the fee, and it's fine today. I don't know what happened, but now I'm irritated I spent so much of my day on .75 lol.
