I sent out offers for all the ones available to me about an hour ago, and I just got a message for one of them saying "Hi there, how do I buy at the reduced rate? When I click on review offer it comes up with the original price. Are you able to help?". Normally when an item has an offer out on it, you can't make changes to the asking price, but I went into the listing and was able to change the price and she purchased it that way. I haven't been getting as many sales through the send offers lately; I really hope that's not why they're not selling.
ETA, I just remembered I posted about this as a buyer a couple of weeks ago. I got a message on my phone that I had an offer, but when I looked at it, the price was the original price. Ugh.

I sent a message to ebay for business on facebook about it. Gave them the item #, but I don't expect much when it's an intermittent problem like this one.

I had this happen to a buyer of mine too. I had to lower the active listing to the offer price, and she bought it.

That’s odd you were able to change the price on an item with a pending offer. It’s like they sent the offer email without being attached to the listing.

I went through all the rest of the ones I sent offers on, and the fields were grayed out. I guess if one was so inclined, one could check each offer sent to see that it "took". Not sure there's anything you could do with that info, though.

Just my experience. I just received an Offer on an item on my Watch List. When I clicked on the review Offer button on the email, it took me to the listing with the regular price. Up at the top of the listing there is a statement in a blue border:
You have received an offer of US $24.99 from the seller. The offer expires in 34 hours 29 mins. | Review Offer
When I click on the Review Offer, an insert appears with the Offer Price and how long it is until the offer expires with a button to Accept Offer.
The Offer Price does not indicate on the listing page itself. If the buyer doesn't click on the button at the top of the listing page in the blue border, the buyer will see the listing page with the regular price.

I know when I got the offer, I tried to click on it through my phone so it's entirely possible I wouldn't have seen a link. It doesn't explain why as a seller I was able to change the listing price, though.

I received a few offers today and they look normal with the sale price shown. I’m not buying any so I don’t know if the buy screen is messed up. I have a few things I’ve liked today that I will buy with a good offer, so I’ll report back if I do try to complete a purchase.

I heard back from ebay for business facebook, and he asked for the item #, my name, and email. I sent it and he came back and said "I see she was able to purchase it at the offer price". I responded "No, I went in and changed the listing price, which you can see from the string of messages between us." I wanted to add, "and which I told you in my initial message", but I didn't.

I went to revise a picture on a listing tonight and realized I had an active offer when I tried. I then saw that the price was not locked and I was able to change it. I didn't change it so I'm not sure it would have stuck, but everything else except quantity and promoted rate were grayed out.
