Did anyone else get the email about this? I really don't feel like I understand it You are shipping it to ebay? Or to the buyer? Then you pay on your invoice? I'm just not getting it.

I agree, that article is not very clear or helpful, but I read the FAQ and they explain it better.
What’s the difference between eBay Send International Standard and the Global Shipping Program?
eBay Send International Standard is a Delivered Duties Unpaid (DDU) shipping service. This means buyers won’t pay duties and tax at checkout on eBay but may have to pay the carrier for duties and tax on delivery.
The Global Shipping Program (GSP) is a Delivery Duties Paid (DDP) shipping program. Buyers pay duties and tax during checkout on eBay, and will not pay additional fees upon delivery. Additionally, GSP manages export compliance.
Can I use both GSP and eBay Send International Standard?
You can set up different international shipping options per buyer country, so you can offer eBay Send International Standard to some countries and offer GSP to others. However, you cannot offer both shipping options to a given country.
My listings already offer USPS international options. Will I be able to ship with eBay Send International Standard through eBay Labels?
Yes, you can pick the shipping service you want to use on eBay Labels. We recommend that you edit your listings to include eBay Send International Standard as an international shipping option to give buyers the best delivery estimate possible.
When I print an eBay Send International Standard label, will the address on the label match the buyer’s address?

Interesting. I guess someone high enough up finally busted eBay on the fees that were being incorrectly (or illegally) charged under the guise of "VAT". There were many buyer reports that eBay was charging and collecting VAT on items when the item cost was under the country's minimum for VAT.

So the way I'm understanding it you use ebay Send to print the label, put it on your package, and it ships to that country directly, unlike global shipping? So what about the customs forms? And then you pay the shipping on your invoice, the actual shipping cost? Sorry I'm so dense, I'm not putting it all together.

It’s shipped to “eBay’s trusted warehouse partners” so I don’t think it goes straight to the international destination directly.

So, depends on how much one trusts their 'warehouse partners'. Thanks, I keep reading that page and somehow I'm not comprehending it all. I think I'll stick with GSP for now and see what happens eventually.

I really don't like someone else handling my merchandise. It would be better if eBay had a better track record, but I just stick to shipping it all myself.

OK, maybe I'm dumb, but what is the benefit of using Ebay send international if it doesn't offer you any extra protection than shipping international directly? Your buyer can't be surprised by customs fees? Is ebay just sticking the sealed package into another shipping bag? Or are they unpackaging like GSP? I don't use GSP, mostly b/c I don't trust ebay to unpackage and repackage my items

If you have the country of origin in your listing GSP probably won’t have a need to open and check your item.

I understood that they repacked some items and there has been damage and very poor repacking - I'm not sure if they discontinued this practice or not, but it was yet another reason I won't use GSP, eBay send or whatever. So with eBay Send it sounds like customs, VAT etc. is not calculated in the shipping but paid by the recipient as per usual if it's just send the normal way. I guess it's a step in the right direction.

eBay has renamed this service to "eBay Intenational Standard Delivery". Info link below. If I understand it correctly, it's basically eBay Global Shipping but the buyer does not pre-pay the VAT to eBay/Pitney Bowes. Package still goes to the eBay US forwarding center but the buyer is responsible for taxes upon receipt. What’s the difference between eBay international standard delivery and the Global Shipping Program?

Actually, there are a lot of web providing shipping services. I use www.gouspost.com for generate labels more than a year, and it is awesome that domestic and international shipping is very cheap. I might take a time to write something to share out here.
