I just received a message from a buyer saying that while the tracking shows delivered, she did not receive it. The delivery date was Apr 27th. I've tried searching for the what to do in case of INR email sample, but can't seem to locate it. Anyone here keep one they can copy and paste here? Thanks!

I'm not sure exactly what you're asking for, but I had 2 of these within a week recently. Ask them to check w/their neighbors, etc. If it's a parcel locker, which most are these days, ask them to check w/their carrier, as commonly the carrier either gives out the wrong key or puts the parcel in the wrong locker. I personally would open a case w/USPS asap (esp if it was a parcel locker) while it's fresh & the carrier may still remember what they did wrong. One of mine I opened a case for, the other resolved itself 4 days later when she somehow got the pkg (that was my witch who wanted her $$ back & wouldn't communicate reasonably).

I tell the buyer to ask other family members if they saw the package. I tell the buyer what the package looks like so they can ask family about it. The description also helps if the buyer lives in an apartment where packages are delivered to the office. I also suggest they look in all parcel lockers if they get their mail at a cluster box. I usually call the buyers Post Office too, to ask about the package and tell the buyer what the PO said. Most of the time the buyer suddenly finds the package after that.
Regardless, if it shows delivered, and to the correct address, it's not your issue.

If the package was stolen after delivery, postal theft and fraud are taken very seriously and I will gladly open an investigation. I shall give them your contact info so you may cooperate with the investigation.

Another of BB examples:
Dear buyer,
I'm sorry you didn't receive your package. USPS tracking number ___(fill in blank)___ shows that your item was delivered on ___(date)_______ at ____(time)______. If after checking with your carrier, family and/or neighbors and you still can't locate it, please let me know and I'll begin an investigation process through USPS since it would appear the package was stolen following its delivery. The postal service takes mail theft and fraud seriously and they'll try to get to the bottom of what happened to your purchase.

I usually write something like this:
Hi, there - thanks for contacting me! I show your package (data) as delivered (c/p USPS delivery).
If you haven't, I suggest checking with your neighbours to see if it accidentally got delivered to them, I've had this happen myself (I add this because (1) It's true and (2) letting my buyer know this gives credibility).
I'd be happy to open a mail theft investigation for you as this is something the USPS takes very seriously - someone has that package if you don't. Please let me know.
Etc.
It depends on how the buyer writes.

If you don't have enough sense to ask your family/neighbors about your package or contact your own mailman/post office to find out where it is then you should be purchasing stuff in a store" bench.

It was a very low $$ item so I'm thinking she hoped I would just refund her.
