I thought USPS was only going to charge extra if package weight was incorrect, but it seems they will also refund if actual weight is under what is stated.
I sold something for about $150. and it hit the scale at 2.15 lb. Rather than take a chance that my scale might be a little off, I went up a pound to 4 lb., mainly because I didn't want the package delayed as it was a higher priced item. Just received a message from eBay:

Needless to say, I am pleasantly surprised.
