M wears a 2 or a 4 in women's pants but they are usually too long. Junior sizing should be shorter right? Size 5?

Junior sizing is mostly shape rather than length. Narrower hips (i.e., small hips to waist ratio), somewhat shorter rise. More of a straight up and down figure. I wear junior sizing and the length is the same as misses.

Depends on the brand. Chap's right about inseam. If M needs a shorter inseam, try misses petite brands.

Try a size 5 at least - there is definitely a size jump between misses and juniors. Oftentimes a size 8 misses will wear an 11 junior (which I did when I was a skinny bike racer). Some brands have more generous junior sizing. If M is curvy I would also try the misses petites.

Thanks ladies! She has made out this long wishlist in Amazon for all these odd brands of totally destroyed jeans. I found a few pair on JCP but I don't if they are going to be distressed enough for her.

Those odd brands can be a real trial. I wear mostly men's pants and found that the baggy cargos I like to wear can have the world's skinniest legs lol. Maybe because they're men's pants and men tend to have skinny legs? Dunno, but I'm wary of anything from Amazon now that I don't really know the brand, but I do NOT have skinny legs lol.
ETA: Destroyed jeans are easy to just make - you two can always work on the JCP destroyed jeans if they're not destroyed enough. That's how they originally started way back - we'd do the work ourselves. The manufactured jeans tend to be identically destroyed - she can have pairs that NO ONE else has!

I just get reminded of the cargo pants hubby bought off a Facebook ad. I would just take her to the local teen/young adult store. Maybe get some sizes on brands and then try finding them online.

How about taking her to a thrift or few where there would be different brands and sizes to try on and get an idea what will/will not fit before sinking more money into pricier stuff? She might get the "thrift bug" and realize she can have a bigger wardrobe on less money.

Why pay for someone to destroy your jeans when you can buy cheaper brands and destroy them yourself, except for the pockets which you'll need to so you can keep the cash you saved.

I agree. I'd save the wish list items for things that don't require an exact fit--non-clothing items or maybe tops. She won't be terribly happy if the ones she wants don't fit the way she wants. I remember when my kids got to the point where they wanted item a and I looked at item b and thought it was exactly the same except the price. Boy, was I wrong! I gave up at that point. I gave my girls an allowance for school clothes and took them shopping. They got to buy whatever they wanted for the amount they had to spend. (It backfired on me with my youngest who could stretch a dollar till it screamed. I would finally give in and let her get two things or whatever just to be done so we could go home.)

my daughter is about that size and always did well with Hollister--they have shorter inseams. i presume they have destroyed jeans too.
Shes about 5'1 and preferred a 27 or 28 inch inseam. she wears a size 3 or 5 depending on the jean--5 definitely for higher waisted.
she was also a huge fan of Celebrity Pink--department stores usually carry them and they arent expensive on sale (macy's, boscov's, etc). I'm not sure what styles they carry now but its worth a look.
for "nicer" career pants mine wears slim ankle pants from H&M
