I couldn't tell a darn thing from that article:
I am more interested to know how the live tigers were being treated and if there was mistreatment of the animals. Baby animals die or are born dead (that's the reason tigers have litters of babies and not just one or two).
The temple might have kept the deceased tigers so poachers wouldn't steal them from the trash and use the parts (kinda like how they burn confiscated ivory so it can't hit the black market). If they have been accumulating the bodies since 2010 as reported then that is 5.5 years of tigers (less than 8 tigers a year). It's not inconceivable that 8 tigers die or are still born out of a group of 125 tigers per year.
If the wildlife authorities were aware of the dead tigers and had not made a plan to pick up or dispose of the remains then it is possible they were "undeclared" and in process. The next investigative journalistic step is to call the wildlife department and ask them if they were aware of a number of deceased tigers. It doesn't appear that was attempted by the journalist writing the story - speed and sensationalism rules these days.
The article didn't say anything about the conditions the animals were living in so I'm unable to make a reasonable judgement on whether abuse was happening. Responsible journalism would have covered the conditions, but we are sadly lacking in responsible journalism these days.
As for Buddhism: most religions claim to want peace or something of the sort. Some religious people fail to follow the faith. Happens all the time.
P.S. I admit I am a little prejudiced against PETA. They are waaaaay to overzealous for me.
