Overnight last night, I had a potential buyer make offers on 12 different items. She didn't bundle anything, just straight up offers. Then she sent a message saying she needed to go to the bank before I accepted any of her offers. I told her to bundle some things to make postage less expensive for her. After thinking about this odd situation further, I checked her profile. She has no listings, is following about 250, and has about 5000 followers, and few shares. She also has over 200 conversations under her profile picture, with the majority of them telling her that there is something wrong with her payment. I'm thinking I should decline all of her offers and block. Does this sound right to you?
(ETA: PM me if you want her ID.)

It has been 20 minutes since you posted.
Have you blocked her yet? Of course, you have. Silly me!

I wouldn't. I'd tell her she needs to bundle what she wants, as you already have. Warn her that something may sell from her bundle in the meantime while she's going to the bank. If her payment doesn't go through, you don't have to do anything (you could block then, if you like). Don't feel you have to reserve. I only reserve bundles for one person who is one of my regulars, and she also has to go to the bank to deposit money, etc., she always pays.

Normally I'd try to work with someone but this one is giving me bad vibes. There are WAY too many comments about her having payment issues.

Better to go with your gut feeling, then - I've regretted it every time I haven't!

Nothing beats that sinking feeling when I have a sale, and then see a ton of bad comments about the buyer. I seldom check their feedback, unless it is an item that might draw criticism.....like an iffy color, etc.

Every single time I thought of blocking someone, but didn't, and they purchased, I regretted it later... oh boy, I regretted it later. Normal buyers like an item, make an offer, and buy it. People who make bunch of offers and then need to go to the bank are not normal buyers.

I knew it was kind of a silly question when I posted it. I had already blocked her. I guess I was being insecure and was looking for affirmation that I did the right thing. Thanks everyone!
