I don't know where to even begin with this... My mom bought this over 30 yrs ago. It was quite expensive. It is very well made. My close-up pic showing the construction stinks, but will try again if it will help identify it. Thanks for any help

Are the beads (teeth, claws, whatever the f* they are) attached to a stretchy elastic band or metal (or something else)? And is there anything even remotely resembling a maker's mark? It reminds me a little bit of Gerda Lynggaard/Monies jewelry from the 1980s, but that was usually signed and I've never seen a piece of hers with those sharp pointy curved talons before.
Any idea where your mom bought it?

the 'talons' are on a thick elastic cord. Each talon is attached to it with what looks to be brass wire. She most likely bought it at Dillards or Jacobsons(now extinct). I could find no obvious makers mark....but I am no expert as what to look for. ((Thanks for your time))
