First time I've received them. I especially like the shopping cart one, if it's true. I lowered some, others I didn't.
I don't have a promo or a sale going on, so that's not why ebay sends them.

Since you don't have one, it's their way of nudging you to create one (or at least lowering the price). I just wonder if they send out the emails to sellers who's items are on sale or promotion.

I got the 'There are eyes on your item! Go for the sale.' email - problem is, some of these items are already 20% off so I'm not sure how dropping the price another 5% will affect the sale. I might just do it anyway and see what happens. I'm in seller hub.
I had 10 watched items, all but two were either on sale already or had been sold. I dropped the prices on the two non-sale items considerably more than 5%.
Now I have this cart message: 10 items in people's carts, of those two (a cycling jersey and DVD player) I just listed. Four have sold, three are already on sale and one I lowered the price.

Well, Chap got it and she had her stuff on sale - so they are sending it to sale items too. Must just be random. Or whatever. But I know they've been doing this for awhile now. Not sure if it's effective or not, but the great thing is it's just a suggestion.

I had seven in the Items in Carts email and two are on sale and one sold last week. I have ten in the Eyes email and four are on sale and one sold Saturday. 3/16/18 is my first Carts email I don’t know when the first Watchers one was. Not seeing any patterns here.

I figured they were sending it to sellers who had items in carts - no matter what those items were, on sale already or not. It's a lot of programming to differentiate between items on markdown and items that are not - IAC, we can decide if we want to mark down further, anyway. I've been getting emails for a while - sometimes I diddle with the items, sometimes not.

We had a thread on this awhile back. Some of us were getting emails to lower our prices on items being watched or in carts, but the items were already on sale. And now, especially with the 14-day rule thing, if we mess with pricing/change listing, it resets the listing to start another 14-day hold before it can go on sale again once that sale ends.

That’s why I hope we all eventually get the Make Offer to Watchers feature. It shouldn’t mess with the 14 day wait because it’s just an offer.

I don't see any features but I did get two emails today from eBay. First time I've received these - one telling me that some items were in buyers' carts and if I lowered the price eBay would email the buyer that the deal just got better. So I did on several. The other email showed items on watch lists, and said the same thing about lower price/email. I lowered a few (removing free shipping of course). Others were new fall listings and I'm not ready to lower prices on something this early in the season. It will be interesting to see if any of the items sell or not. I just got both of these too. I lowered the price on some so we'll see what happens.

Last I heard (but I haven't kept up with it) is that it is if you change any pricing regarding your listing. Shipping or selling price.

I've seen posts on assorted sites that changing ANYTHING on an active listing appears to reset the 14 day clock. The update said just price or shipping, but that doesn't seem to be the case all the time.

I started a thread on this 2 weeks ago after I spoke with ebay customer service as my relists were not taking the sale price when I would go to put them on sale after relisting them, coming off a previous sale. Usually several days would pass before I would start a new sale, but they still would not take. It was because I changed the relist listing to accommodate the New Item specifics on tops. ANY changes reset the 14-day hold according to the rep I spoke with. It took two phone calls and being connected to four people to get an answer.
